I have a small studio space at home, 10ft x 9ft. Wall space is limited so what is best sound treatment for a small space, acoustic foam or a scatter-board?

Depends on the room and the goal.
Be careful with foam and absorption as it can make an unnatural room sound. Scattering will generally help with a wider natural environment.
